Shanghai Issues Special Plan for Accelerating the Development of a Materials Intelligence Engine

Shanghai:The Special Plan for Accelerating the Development of a Materials Intelligence Engine in Shanghai (2025-2027) was recently released. The plan outlines actions and measures in four key areas: foundation building for the intelligence engine, empowering through shared platforms, accelerating industrial innovation, and optimizing resource supply.

Following a “12345” approach, the plan aims to create a full lifecycle chain for materials data from generation to application, address two primary needs – new materials research and development (from 0 to 1) and cost reduction and quality enhancement of new products (from 1 to 100), advance three core integrated technologies – data, computation, and experimentation, focus on four key material categories – polymers, alloys, ceramics, and composite materials, and prioritize applications in electronics and information technology, new energy, green and low-carbon solutions, biochemistry, and transportation.

It specifies the goals to be achieved by 2027: establishing one AI-empowered materials center to accelerate vertical applications of large models in the new materials field, building a set of high-throughput and intelligent laboratories to support the development of domain-specific models, cultivating 20 “evolution centers” utilizing AI for material design, and developing approximately ten new material products designed through AI.
